1948年5月25日，人民画报社和晋察冀画报社合并成立华北画报社。时值解放战争的关键时期，战场情况瞬息万变，为了及时报道战场新闻和华北部队参战的各种活动，华北画报社在条件极其艰苦的情况下，克服重重困难，出版了一报一刊。一报即《华北画报》，一刊即《华北画刊》。由于画刊制作、印刷相对容易，内容相对简单，所以，在华北画报社成立15天之后，于1948年6月10日第一期《华北画刊》创刊号正式出版。经过近5个月的精心准备和筹划，1948年10月，一本从形式到内容全新的《华北画报》创刊号与读者见面，画报为正度16开本，每期58页。
由于华北画报社的成员大部分是晋察冀画报社的原班人马，所以《华北画报》秉承了《晋察冀画报》的办报思路，仍坚持为战争服务、为兵服务的方针，但为了和画刊有所区别，《华北画报》以军事新闻摄影图片为主，综合报道一个时期发生的重大军事新闻事件，纪录革命战争历史为主要内容，为了兼顾地方读者，还辅以少量的美术和文艺作品。同时，画报的发行工作也发生了较大变化，除免费下发前线部队外，并通过当地新华书店向社会公开征订。
当时，华北画报社是共产党和解放军在北平唯一的新闻摄影单位，在国家新闻摄影机构建立前，还担负着对国外发稿、供应新闻图片和历史照片资料的任务。
华北画报社自1948年5月到1950年9月，在两年多的时间内，共编辑出版《华北画报》4期，出版《华北画刊》15期，编辑出版内部刊物《摄影网》25期，对外发稿和举办各种形式的图片展览近百次，并收集了大量中共党史、军史的照片资料。1950年9月1日，华北画报社撤销建制，《华北画报》停刊。同一天以华北画报社为基础，新组建的解放军画报社正式宣告成立。
On May 25, 1948, the People’s Pictorial and the Jinchaji Pictorial Newspaper merged to establish the North China Pictorial. It was the critical period of the War of Liberation, and the battlefield situation was changing rapidly. In order to timely report the battlefield news and various activities of the North China troops participating in the war, the North China Pictorial Press overcame many difficulties under extremely difficult conditions and published one newspaper and one magazine. One newspaper is North China Pictorial, and the other is North China Pictorial. As the pictorial is relatively easy to make and print, and its content is relatively simple, the first issue of North China Pictorial was officially published on June 10, 1948, 15 days after the establishment of North China Pictorial Press. After nearly five months of careful preparation and planning, in October 1948, a new North China Pictorial, with 58 pages per issue, was published on its inaugural number.
As most of the members of the North China Pictorial are the original members of the Jin Cha Ji Pictorial Newspaper, the North China Pictorial adheres to the newspaper running idea of the Jin Cha Ji Pictorial and still adheres to the policy of serving the war and the army. However, in order to be different from the pictorial, the North China Pictorial mainly focuses on military news photography, comprehensively reports major military news events in a period, and records the history of revolutionary war as the main content, In order to give consideration to local readers, a small number of works of art and literature are also supplemented. At the same time, the distribution of pictorials has also undergone great changes. In addition to the free distribution of front-line troops, the pictorials are also solicited from the public through the local Xinhua Bookstore.
At that time, North China Pictorial News Agency was the only news photography unit of the Communist Party of China and the PLA in Peiping. Before the establishment of the national news photography agency, it was also responsible for publishing articles abroad and supplying news pictures and historical photos.
From May 1948 to September 1950, North China Pictorial News Agency edited and published 4 issues of North China Pictorial, 15 issues of North China Pictorial, 25 issues of its internal journal Photography Network, published articles to the outside world and held nearly 100 photo exhibitions in various forms, and collected a large number of photos of the history of the Communist Party of China and the military. On September 1, 1950, the North China Pictorial Office withdrew its organizational structure and the North China Pictorial was closed. On the same day, based on North China Pictorial News Agency, the newly established PLA Pictorial News Agency was officially established.
