戴威，男，汉族，硕士研究生学历，ofo共享单车创始人。
2009年，就读于北京大学光华管理学院金融系；
2014年，到北京大学攻读硕士。
2013年毕业以后跟随团中央支教团在青海省大通县东峡镇做了一年的数学老师，同年创立支教团西部愿望教育促进会 ；
2014年与4名合伙人创立ofo共享单车，提出了“以共享经济+智能硬件，解决最后一公里出行问题”的理念，创立了国内首家以平台共享方式运营校园自行车业务的新型互联网科技公司；
2017年7月1日，ofo小黄车在北大举行公司第一次党员大会，宣布公司党委正式成立。第一届ofo小黄车党委会由7名委员组成，ofo创始人兼CEO戴威当选为公司书记。
曾任ofo运营主体东峡大通（北京）管理咨询有限公司的法人代表；
曾获《财富》中文版“中国40位40岁以下的商业精英”。
2018年10月22日，ofo运营主体东峡大通（北京）管理咨询有限公司已更换了法人代表，ofo创始人戴威不再担任该公司的法人代表，由陈正江接替。
2018年12月4日，法院对戴威作出了“限制消费令”。
2019年11月27日，宁波高新技术产业开发区人民法院对东峡大通（北京）管理咨询有限公司（ofo运营主体）及戴威发布限制消费令。
2021年8月，上海拜克洛克网络科技有限公司、北京拜克洛克科技有限公司深圳分公司分别于7月6日、8月9日相继注销，状态均为企业已依法注销营业执照，丧失法人资格，两家公司最终受益人、实际控制人均为戴威。
2023年5月，据报道，ofo创始人戴威已经再次开始创业，其在美国创办了名为About Time Coffee（咖啡时光）咖啡店。

After graduating in 2013, I worked as a math teacher with the Central Support Teaching Group of the Youth League in Dongxia Town, Datong County, Qinghai Province for a year. In the same year, I established the West Wishing Education Promotion Association of the Support Teaching Group;

In 2014, he founded OFO shared bicycles with four partners, proposing the concept of “solving the last mile travel problem through sharing economy and intelligent hardware”, and founded the first new internet technology company in China to operate campus bicycle business through platform sharing;

On July 1, 2017, OFO Xiaohuangche held the company’s first party member conference at Peking University, announcing the official establishment of the company’s party committee. The first OFO Xiaohuangche Party Committee was composed of 7 members, and OFO founder and CEO Dai Wei was elected as the company secretary.

Formerly served as the legal representative of the operational entity of OFO, Dongxia Datong (Beijing) Management Consulting Co., Ltd;

I have been awarded the title of “40 Business Elites under the Age of 40 in China” in the Chinese version of Fortune.

On October 22, 2018, the operating entity of ofo, Dongxia Datong (Beijing) Management Consulting Co., Ltd., changed its legal representative. The founder of ofo, Dai Wei, no longer served as the company’s legal representative and was replaced by Chen Zhengjiang.

On December 4, 2018, the court issued a “consumption restriction order” against Dewey.

On November 27, 2019, the People’s Court of Ningbo High tech Industrial Development Zone issued a consumption restriction order against Dongxia Datong (Beijing) Management Consulting Co., Ltd. (ofo operating entity) and Daiwei.

In August 2021, Shanghai Baiklock Network Technology Co., Ltd. and Beijing Baiklock Technology Co., Ltd. Shenzhen Branch were successively cancelled on July 6 and August 9, respectively. Both companies had their business licenses revoked in accordance with the law and lost their legal personality. The ultimate beneficiary and actual controller of both companies were Dai Wei.

In May 2023, it was reported that the founder of ofo, Dewey, had once again started his own business by establishing a coffee shop called About Time Coffee in the United States.
